GitHub changed the default for Copilot Business and Enterprise: once a model reaches general availability, it is now on by default rather than dark until an administrator manually enables it. For most teams this just means new models show up in the picker the day they ship. If you run a locked-down rollout and want to vet each model first, that assumption no longer holds — you'll need to opt out of the new-model default in policy rather than opt in.
