OpenTofu 1.10 Ships OCI Registry Support, Native S3 State Locking, and Experimental OTel Tracing

OCI registry support means you can host and pull modules directly from any OCI-compliant registry, which gets teams off the Terraform registry without a separate artifact store. S3 state locking drops the long-standing DynamoDB requirement — one less AWS resource to provision and IAM-policy around. The OpenTelemetry tracing is experimental but points somewhere interesting: plan and apply runs as traceable operations that slot into whatever observability stack you already run. Also in this release: target and exclude arguments now accept file inputs, and several workflow-level improvements. Worth pulling in if your team is already on the 1.x line.
