Active-user counts never told you much about whether a Copilot rollout was working. This update tries to answer the better question — how people use it. A new `ai_adoption_phase` field lands on user-level reports, and a `totals_by_ai_adoption_phase` array rolls the same buckets up to the org and enterprise level. Each engaged user is sorted into one of four phases based on the surfaces they've touched on at least two days in the trailing 28, from no cohort through code-completion-first and into IDE agent mode. It's a reporting change, not a product one, but it's the kind of signal a platform team can actually act on.
