Managed Airflow gets environment tags and a dark console

Most of this release is quality-of-life. Environments can now carry Google Cloud tags, so you can gate allow/deny policies on whether a resource is tagged rather than juggling separate IAM bindings. The Composer pages in the console finally pick up the dark theme, and worker startup is noticeably quicker on environments lugging a long list of custom PyPI packages — though that one is rolling out region by region. One thing to actually watch: after May 27, automation that provisions Cloud Composer 2 environments needs an expanded set of APIs enabled, so check your Terraform or scripts before the next apply trips on a missing permission.
