Copilot Memory gets a repo-level off switch and CLI controls

Still a public preview, but a more honest one. Ask Copilot to forget something and it now points you to where the memory actually lives and down-votes it; repo admins can switch Memory off entirely for a repository; and the CLI picks up a `/memory` command to enable, disable, or check status. Small, but the repo-level kill switch is the one teams handling sensitive code were waiting for.
